The Red Charm is automatically received at the end of Chapter 5 in the Downtown area. It is when the Protagonist reports to the Centipede Spirit's Shrine that she has replaced all the Salt in the Downtown area. Though the Centipede Spirit didn't appear or say anything, it did give the girl the Red Charm and three packets of Salt as thanks.
